Foreign investors sometimes consider Turkish government debt instruments as an alternative to a real-estate purchase when examining Türkiye’s exceptional citizenship framework. The government-bond route is legally distinct from a bank-deposit application and from the property route. It involves the acquisition of qualifying government bonds, a minimum investment threshold, an enforceable holding commitment and a compliance determination by the competent authority. Buying a financial product alone does not make the buyer a Turkish citizen.
This guide explains the legal framework in September 2026, the difference between the three-year holding period and the citizenship application timeline, the documentation that generally needs to be assessed and the practical risks investors should consider before committing funds. Legal basis: which investment qualifies?
Turkish Citizenship Law No. 5901 and its implementing framework allow certain qualifying foreign investors to seek exceptional acquisition of Turkish citizenship. The official Invest in Türkiye investment guide identifies the government-bond criterion as the purchase of government bonds worth at least USD 500,000, or the permitted foreign-currency equivalent, on condition that they are not sold for at least three years. Fulfilment of this criterion is attested by the Ministry of Treasury and Finance. It should not be confused with the separate bank-deposit route, which is verified by the Banking Regulation and Supervision Agency, or the separate property route.
The wording and monetary rules should be checked again immediately before each transaction because exchange-rate methodology, qualifying products, administrative forms and supporting evidence can change. A generic bank statement showing a portfolio worth USD 500,000 does not by itself establish that every instrument qualifies for the citizenship route.
USD 500,000 minimum and the three-year undertaking
The qualifying holding must meet the required minimum under the applicable valuation and verification rules. Transaction charges, acquisition price, settlement date, exchange rates and the nature of the securities can matter. The investor should obtain the financial institution’s confirmation of the actual amount that will be recognised for the citizenship application rather than treating an indicative portfolio value as conclusive.
The three-year rule is a restriction on selling the qualifying bonds during the prescribed period. It does not mean that the investor must wait for three years to pass before submitting the citizenship application. The investor may proceed through the applicable certification and application process after the qualifying investment and holding commitment have been properly established. However, the investment must remain compliant throughout the required holding period, including after an application has been filed or an administrative decision has been issued.
Any proposed sale, redemption, portfolio switch, early encashment, pledge or other change to the qualifying holding should be reviewed with the financial institution and the competent authority beforehand. The legal effect of a maturity event or substitution cannot safely be assumed from general descriptions of the programme.
How the procedure is generally organised
- Identify an eligible financial intermediary. Confirm that the bank or licensed intermediary can process the relevant securities and supply documentation in the form required for an exceptional citizenship investment.
- Complete onboarding and source-of-funds checks. Personal identity, tax information, beneficial ownership and the origin of funds may need to be substantiated under applicable banking and anti-money-laundering requirements.
- Acquire the qualifying government bonds. Request transaction confirmations showing the securities, value, acquisition date and any required currency conversion.
- Register and document the holding commitment. Obtain confirmation of the restriction on sale and the period for which it applies; retain the relevant statements and official correspondence.
- Seek the investment eligibility or conformity determination. The competent authority for the government-bond criterion is the Ministry of Treasury and Finance. A bank’s statement and an official determination serve different functions.
- Prepare the immigration and nationality filings. Verify the residence-permit route applicable to the investor and submit the citizenship documents through the authorised procedure. A qualifying investment is one condition, not a substitute for the other required checks.
The precise sequence, forms and supporting documents should be confirmed for the applicant and financial institution at the time of filing. A power of attorney may assist with permitted legal and administrative steps, but its wording and formal validity must be checked, and an applicant may still be required to attend certain procedures personally.
Documents to prepare before applying
A useful preliminary file includes identity and civil-status records; certified translations or apostilles/legalisation where required; documents explaining the source and movement of investment funds; securities purchase confirmations; holding or blocking undertakings; relevant bank and brokerage statements; and the investment conformity correspondence. Family applications can require additional birth, marriage and custody documents. The issuing country, authenticity, name spelling and transliteration should be checked before submission.
Some documents must be current and some must use a particular format. It is safer to obtain the current checklist from the competent immigration and nationality authorities than to rely on an old online checklist, especially if a family member’s circumstances have changed.
Can the investor’s family apply as well?
A qualifying principal investor’s spouse and eligible children may be considered under the applicable exceptional-citizenship rules, subject to their own identity and civil-status evidence and the statutory conditions. Family inclusion is not automatic; legal parentage, marriage records, the child’s age and, where relevant, custody or consent documents must be considered individually. An adult relative should not be assumed eligible merely because that person is financially supported by the principal investor.
Government bonds, bank deposits and real estate are different routes
Under the official investment guide, a qualifying bank deposit and qualifying government bonds each have a USD 500,000 minimum and a three-year holding concept, but they involve different assets, transaction records and verifying authorities. The qualifying real-estate route is subject to a different minimum, USD 400,000 under the current official guide, and a title-deed restriction against sale for the prescribed period. Mixing the documentation or authority for one route with another can delay or undermine a filing.
Neither route should be selected solely on the basis of a citizenship headline. Liquidity, currency exposure, financial-market risks, taxes, family circumstances and intended lawful use of the investment should be evaluated independently. The fact that an instrument is government-issued does not remove investment or legal compliance risk.
Common mistakes to avoid
- Assuming that any investment fund, corporate bond or securities account automatically qualifies as a government-bond investment.
- Treating the three-year holding condition as a mandatory three-year wait before an application can be filed.
- Relying on an indicative investment value without the correct proof of the recognised threshold.
- Selling or changing the qualifying holding without first checking the effects on programme compliance.
- Using an outdated internet checklist or presenting family records without required formalities.
- Describing citizenship as guaranteed once the money has been invested.
Does an eligible investment guarantee citizenship?
No. Investment eligibility and a final nationality decision are separate. The state assesses the application under the applicable legislation, including relevant public-order and national-security considerations. The investment threshold does not override those statutory checks, and no adviser or intermediary can promise the result. Applicants should also preserve all records needed to demonstrate continued compliance with the investment commitment.
Frequently asked questions
Must I wait three years before I apply? No. The three years describe the required non-sale holding condition, not a universal pre-application waiting period. The authorised procedure and the evidence of commitment still apply.
Can the minimum be met with a bank deposit instead? That is a different investment category, with its own eligible transaction and verification route. Documents for one category should not be substituted for the other.
Can I change my bonds after buying them? A change could affect the recognised holding and should be cleared with the intermediary and relevant authority in advance. Do not assume an exchange or redemption is neutral.
Does a citizenship application replace the need to maintain the investment? No. The prescribed holding commitment must remain satisfied for its required duration.
